Mr. Lalka is a Project Engineer with over 46 years of experience and skills in the many facets of civil site engineering, layout, grading and permitting with a special expertise in hydrology, stormwater management and flood control and drainage. During the infancy of the modern stormwater management programs, he contributed to the current technology through research, innovation and by teaching his trade to professional associations and peers. Mr. Lalka has been accepted as an expert in the civil engineering field by countless Planning and Zoning Boards and the Courts.

Mr. Lalka possesses diverse professional experience, having designed and managed projects for large and small retail, office, institutional sites, multiple and single family residential sites and subdivisions and municipal improvements. He depends heavily on his formal training and expertise in the engineering profession but credits his practical approach to his field experience with the Soil Conservation Service and as a military commander and civil engineer reserve officer in the Army Heavy Combat Engineers.

Mr. Lalka earned his Bachelor of Science Degree in Civil Engineering in 1972 and his Master of Science in Water Resource Engineering in 1978, both from Rutgers University. He is a licensed Professional Engineer (PE) and licensed Professional Planner (PP) in the State of New Jersey.

Mr. Lalka and his wife have an adult son and daughter who have allowed him to be active as a Boy Scout leader and to coach softball, baseball, soccer and basketball. He contributes to his community through his church by serving as a volunteer. Mr. Lalka also enjoys tutoring students in mathematics and gardening.
